The ASIO Amendment bill 2020 introduced to Parliament by then Home Affairs Minister Peter Dutton on Wednesday May 13, 2020 made it easier for ASIO to install tracking devices in a person’s bag or car without the approval of anyone outside the organisation.
Among the many treasures in this innocently titled bill are oral arrest warrants – including for children (s.34B). Questioning warrants that allow anyone between the age of 14 to 18 in relation to politically motivated violence, to be detained and questioned can be issued orally, ignoring the need for nasty paper trails which could later prove inconvenient in court
“Mr Dutton said it would only apply to teenagers suspected of engaging in terrorist attacks, not espionage or other examples of foreign interference”.

Dutton began telling reporters it was important for security agencies to deal with threats from both rightwing and leftwing “lunatics”.

This ASIO Bill is about the 90th such piece of legislation passed following the 2001 New York attacks. And there are around 10 more civil rights-eroding bills before federal parliament.
One of those pending is the Identify and Disrupt Bill. Another Dutton special, this aims to enhance the abilities of the AFP and the Australian Crime Intelligence Commission to sweep the internet for anonymous operators and take over their online accounts.

And following the leaking of such rumours to the press, the AFP went on to raid the Canberra residence of journalist Annika Smethurst for breaking the news.

Home Affairs Minister Peter Dutton has been absent from the media spotlight in recent times, ever since he contracted coronavirus.
And many are asking where the man at the helm of curtailing civil liberties on a federal level has been in the midst of the current pandemic.
The man at the helm of the surveillance state
Mr Dutton has been credited with proposing a wide range of laws designed to increase the power of authorities at the expense of individual liberties.
Among these, are proposed laws which would result in prison time for those who fail or refuse to hand over their passwords or PINs when requested to do so by authorities.
Peter Dutton says these types of laws are needed to help police catch criminals who are hiding behind encryption technology – a line we have heard many times before as the country’s law makers put in place draconian measures to grant police and other authorities surveillance powers that encroach upon our privacy.
Under the proposals, people who are not even suspected of a crime would face a fine of up to $50,000 and up to five years’ imprisonment for declining to provide a password to their smartphone, computer or other electronic devices.
Furthermore, anyone (an IT professional, for example) who refuses to help the authorities crack a computer system when ordered will face up to five years in prison. If the crime being investigated is terrorism-related then the penalty for non-compliance increases to 10 years in prison and/or a $126,000 fine.
Tech companies who refuse to assist authorities to crack encryption when asked to do so, will face up to $10 million in fines. What’s more, if any employee of the company tells anyone else they have been told to do this, they will face up to five years in gaol.
Under the legislation, foreign countries can also ask Australia’s Attorney General for police to access data in your computer to help them investigate law-breaking overseas.
Australia’s hyper-legislative response to September 11
Since the September 11, 2001, terrorist attacks in the United States, the Australian parliament has responded to the threat of terrorism here and overseas by enacting more than 80 new laws and amending existing laws – many of them with wide-reaching consequences, such as the terrorism laws used to conduct raids on journalist Annika Smethurst’s home and the ABC’s head offices, as well as charge former military lawyer and whistleblower David Mc Bride with offences that could see him spending the rest of his life in gaol.
Controversial metadata laws too, introduced in 2015, seriously impact our personal privacy requiring telecommunications companies to retain metadata including information on who you call or text, where you make calls from, and who you send emails to.
The problem is that once these kinds of extraordinarily heavy-handed powers are legislated, they are very seldom retracted or rescinded. In many cases, over time, they are expanded. Australia’s oversight body the Australian Law Reform Commission can review laws that are already in place, but it has limited powers which only enable the commission to make recommendations for change, not to actually change the laws themselves.
Police already have the power to seize a phone or laptop if you have been arrested.
Border Force has even more extensive seize and search powers.

In 2018, Border Force made headlines after intercepting an British-Australian citizen travelling through Sydney airport seizing his devices.
Nathan Hague, a software developer was not told what would be done with his devices, why they were being inspected or whether his digital data was being copied and stored. He believes his laptop password was cracked.
Australian Border Forces have extensive powers to search people’s baggage at Australian airports. These are contained in section 186 of Customs Act 1901 (Cth). These include opening baggage, reading documents, and using an X-ray or detection dog to search baggage.
The Customs Act allows officers to retain an electronic device for up to 14 days if there is no content on the device which renders it subject to seizure. And if it is subject to seizure, the device may be withheld for a longer period.
ABF officers have the power to copy a document if they’re satisfied it may contain information relevant to prohibited goods, to certain security matters or an offence against the Customs Act. A document includes information on phones, SIM cards, laptops, recording devices and computers.

What they did not notice- was that yet another correspondent- Laura Southern,- a Canadian reporter- ALSO was entering into the country quietly and unnoticed.
She also did a fact finding mission on the farm murders- and this clever little vixen managed to slip past their security net without arousing suspicion – and quietly slipped out of the country again. Good for her!! Now this foxy lady is giving them hell- exposing the white genocide in its full capacity from abroad…and it’s gonna get sticky.
But the ANC became complacent, arrogant- and sloppy. Then they committed their biggest felony- the pushed for “land expropriation without compensation” to foreclose all white farm land . That was the final nail in their clandestine coffin. Then by the action of one man- Peter Dutton – their little ebony tower was rocked to its foundation – he exposed their weakest link...the white farm murders! As always the ANC killers made yet another foolish bugger-up….they arrogantly “demanded” Dutton retract his statement to help white farmers. This only underlines the level of arrogance with witch the ANC mass murderers operate.

Can white farmers expect this ‘necklacing’ treatment after the SA Parliament passed a law allowing black Africans to confiscate their land without compensation?
They have grossly misjudged it this time. You do not “demand” from international politicians to do something. Canada maybe…Sweden maybe- but not Aussieland. New technology will mean many travellers will soon not need to present their passports when entering or leaving Australia.
The Department of Immigration and Border Protection is seeking tenders for a self-processing system to be introduced later this year.

The Liberal and National Parties will make you take facial recognition, iris scans and fingerprints before you are allowed to leave Australia. This is in line with the final Chapter, Revelation found in your Holy Bible. Will you comply?
The system will use fingerprints, iris or facial structure recognition at major air and sea ports.
Immigration Minister Peter Dutton said the aim was for more than 90 per cent of passengers to avoid paperwork or manual processing by staff.
“In many cases that will mean people, whilst they’ll still have to carry their passport, may not have to present their passport at all in the long term,” Mr Dutton said.
“But in the immediate term, this will make it easier, it will make it quicker, for people going in and out of our airports.”
Mr Dutton said the $78 million upgrade would also boost security at the nation’s borders by making it easier to detect threats.
“Already we know from the money we’ve invested into biometrics collections that that is a much more reliable collection than we have with people just scanning manually passports,” he said.
“So there is the ability through this technology to improve detections of people that might be coming into our country to do the wrong thing.”
Mr Dutton said cutting down processing times for travellers was also likely to boost tourism.
He said the government was keeping an open mind as to what technology may be used as it sought tenders.

Liberal MP Ewen Jones defies public opposition and demands 50,000 refugees of unknown origin
GOVERMENT whip Andrew Nikolic fears some of his federal parliamentary colleagues are trying to “out-compassion” each other on refugee intakes in the wake of Syria’s humanitarian crisis.
“What we need to do is act on the basis of evidence, not throw figures out there,” the Liberal MP said today. Any final decision on how to help refugees should be bipartisan, he added.
His comments come after Liberal senator Cory Bernardi told parliament yesterday the refugee crisis in Europe was becoming an “opportunistic cycle” that was masking the true humanitarian need of persecuted Syrians.
The outspoken senator accused Greens leader Richard Di Natale of using the image of a drowned Syrian toddler to evoke emotion.
Senator Bernardi is concerned about a growing trade in fake Syrian passports and Pakistanis ditching their documents and pretending to be from the war-ravaged nation.
“Of course there is a problem, but you cannot just open your borders and allow any number of people come through without the checks,” he said.
Senator Di Natale says Prime Minister Tony Abbott is effectively “turning his back” on some of the world’s most vulnerable.
“Even if Mr Abbott agreed to fast-track the three-year increase in the humanitarian intake from 13,750 to 18,750 it wouldn’t be enough, he told ABC radio today.
Foreign Affairs Minister Julie Bishop wouldn’t be drawn on Australia’s refugee intake today but said she felt for those fleeing the terror of Syria. “It’s heartbreaking. I have been there,’ she said.
Appearing on Channel Nine today, Ms Bishop was asked how many asylum seekers fleeing war torn Syria and Iraq would be granted humanitarian visas, or if the number would increase from existing protocol.
“We’re focusing on women and children and families of persecuted minorities who are currently in camps on the borders between Syria, Lebanon, Jordan and Iraq,” she told Today host Karl Stefanovic.
Stefanovic asked Ms Bishop if she felt for those fleeing their homelands.
“Absolutely, it’s heartbreaking. I have been there, I’ve been in Lebanon, I’ve been in Jordan, I’ve met with people in these camps.”
Refusing to be drawn on whether Australia would increase its overall refugee intake, Ms Bishop said the crisis in Syria will involve offering temporary and permanent refuge.
Immigration Minister Peter Dutton has provided an initial report to the government on his talks in Paris with United Nations officials and is on his way to Geneva for further discussions with the UNHCR and International Organisation for Migration.
Labor says at least 10,000 extra places should be offered under the humanitarian and refugee program, aid groups say it should be 30,000 while federal government backbencher Liberal MP Ewen Jones has argued for 50,000.

“I think if we’re going to play in that space we should have a significant number, somewhere between 30,000 and 50,000 people,” Liberal MP Ewen Jones told ABC TV on Monday night.
Ms Bishop said no decision would be made until further advice was received from Mr Dutton and she consulted with foreign ministers especially from the Gulf and Middle East regions.
However she said the government would consider both permanent places and temporary safe haven, similar to that offered during the Kosovo conflict, for those fleeing the violence.
“We will be part of an international response to this unfolding crisis,” she said.
Australia was also working with the international community on resolving the political crisis in Syria and stopping the killing of civilians by Islamic State fighters.
“It will require a military as well as a political solution,” Ms Bishop said.
On a domestic level, there was a need to ensure health care, education, accommodation and other services were available.

Ms Bishop was making her comments as Pauline Hanson, on Sunrise, was warning that Tony Abbott faced a backlash if the government increased its refugee intake.
“On a per capita basis we take in more refugees than any other country throughout the world,” she said.
“When we see the photos … yes our hearts go out to these people, but let’s step back and ask where is the money coming from?”
The former One Nation leader claimed that refugee children in Rockhampton high schools were abusing and making death threats to their teachers, while their parents were taking jobs off local residents.
“If you want to have peace and harmony in this country you cannot keep increasing the Muslims, Islam, in Australia … we will have huge problems down the track,” she said.
“There are millions of Australians that are concerned about this, so go and speak to the Australian people because that’s exactly what I’ve been doing.
“And I warn Tony Abbott, he will have a backlash if he takes a lot of these people in at the next election, so he better prepared for it.”
Prime Minister Tony Abbott is considering fast-tracking the government’s planned four-year increase in Australia’s total refugee intake to cater for displaced Syrians stranded in the European humanitarian crisis.
The government had planned to increase the total refugee intake from 13,750 this year to 18,750 by 2018-19, but that rise could be expedited to allow Australia to devote the 5000 extra refugee places created to Syrians.
Sydney’s Catholic Archbishop Anthony Fisher, meanwhile, has joined calls for the overall refugee intake to be “very substantially” increased.
