If you are finding that the Courts are not filing your complaints, then the obvious reason is that you are filing in the wrong jurisdiction and probably you don’t have standing to file in the right jurisdiction.
There are 2 jurisdictions:

2. The original/inherent/equitable jurisdiction which is the natural abode for the men, women and children of the land.
The former is derived from the latter.
