It is great to be here at Intersekt. This is an important forum where industry and members of the policy making and academic community can come together to discuss issues that will shape our financial future. It is also timely because this morning the RBA and Treasury will publish their first ever joint paper – part stock take, part roadmap – on central bank digital currency (CBDC) and the future of digital money in Australia. This is the latest initiative to emerge from the RBA’s expanding work program on the future of money. I am here this morning to highlight three key messages from this work.
First, and with the strong endorsement of the Payments System Board, I can confirm that the RBA is making a strategic commitment to prioritise its work agenda on wholesale digital money and infrastructure – including wholesale CBDC – rather than retail CBDC. At the present time, we assess the benefits to the economy as more promising, and the challenges less problematic, for a wholesale CBDC compared to a retail version. This recognises that unlike a retail CBDC that would be issued for use among the public, a wholesale CBDC would represent more an evolution than revolution in our monetary arrangements. It also recognises the stabilising role of central bank money in the settlement of wholesale market transactions, particularly in markets that are (or could be) systemically important – a point emphasized in international standards.
Second, we are publicly committing to a three-year applied research program on the future of digital money in Australia. This has a number of elements. Our most immediate priority is to launch a new project with industry on wholesale CBDC and tokenised commercial bank deposits. The focus will be on understanding how new ledger arrangements and concepts like ‘programmability’ and ‘atomic settlement’ in tokenised markets could unlock benefits for the Australian financial system and wider economy. We don’t have all the answers here, so look forward to engaging with industry partners who have an ability and appetite to innovate with the national interest in mind.
Third, the view of the RBA and Treasury is that if a public policy case ever emerged in favour of issuing a retail CBDC, the Australian Government would be the ultimate decision authority and it would almost certainly require legislative change. This would also be in keeping with the recent international experience. In the case of wholesale CBDC, the decision making and legislative implications would depend on how transformative the new arrangements were. But in either case, you should expect close engagement between the RBA, Treasury and Government.

Most present misconceptions about the rolling out of crypto currencies are mostly due to peoples mental segregation of cryptos from the wider picture. When viewed in isolation, it is easy to misread the intended role of crypto currencies when digital currencies should suffice?
The future industrial role of crypto currencies is precisely why President Trump recently authorised the deregulation of U.S. banks. This was precisely as expected.
The new Industrial Revolution consists of a binary industry, consisting of the merger of the AI-Industry with the Crypto-Industry: both are dependent on each other. Viewing them separately will only lead to confusion of their underlying industrial function.
When President Trump is talking about bringing industry back to America, he is not referring to bringing back shoe manufacturing, or whatever, he is referring to the future industries of the current Industrial Revolution: i.e. – the technological merger of AI with Crypto.
Due to the scale of this modern human venture, including stratospheric financing, the current Industrial Revolution can only be achieved via international technological and economic cooperation.
With regards to the AI-Industry component, the World currently runs on 60 gigawatts, so it is now understood, – that a bare minimum of 200, or 300 gigawatts will be required to satisfy future human demand.
However, to build a simple 1 gigawatt data centre you need a $40 to $50 billion dollar investment. No single company or government can do this alone, which is why investors are coming together via a global AI-Fund to finance and construct the infrastructure on a global scale.
Even a small nation like the UAE, will require a 5 gigawatts data centre.
It is interesting to note, that according to a recent Bloomberg report, data centres within the GTC (Nvidia AI Conference) will eventually have the sovereignty of a digital embassy.
Then we have the Crypto-Industry component, where again, people need to understand, that its crypto currencies, – not digital currencies!, – that are the currency of the AI-Industry.
This is what Trump is referring to.
With AI in place, AI-Agents will soon be making transactions on people’s behalf, bringing about an unprecedented explosion of financial transactions 24-7.
As these transactions consist of thousands of ‘micro-payments’ per day, current fiat currencies will no longer be able to function as a medium of exchange. Indeed, it is already well known, that the SWIFT payment system and traditional bank models cannot support such payments: – they are already technologically obsolete.
These wealth generating automatons and robots, such as self-driving cars, delivery services, data centres, etc, will be self-transacting in ‘micro-payments’ which the contemporary financial system cannot execute: – its technically impossible.
Due to the miniscule size of these micro-payments, which will entail thousands of micro-transactions per day, fiat currency will be incapable of serving its intended purpose as a medium of exchange. The only medium of exchange which is both fast, cheap, and operates in a borderless and permission less way is Bitcoin and other crypto payment mediums.
Moreover, as these AI agents are not human, so cannot open a bank account, – they must then hold a BTC Wallet through which to trade their services. This is what people fail to recognise.
And this is where crypto-currency diverges from digital-currency.
