(Natural News) I have confirmed with local cattle ranchers in Texas that large-scale herd liquidations are under way right now, with some herds being reduced by 80%.
This is happening due to the extended drought affecting Texas, Oklahoma and much of the southern and western United States. The drought not only reduces grass production on the fields being grazed by cows, it also causes hay production to plummet, reducing the future food supply that could keep cows fed through the fall and winter. As a result, the vast majority of cows in Texas are being sold for slaughter.
As I point out in today’s Situation Update podcast, below, this will cause a temporary glut of beef in the food supply chain which will lower beef prices in the short term. But after that supply glut is processed and shipped, beef prices will skyrocket as cattle remain in short supply for years to come. It takes several years of good rain to replenish cattle populations and bring beef prices back into an affordable range.
The upshot is that if you plan to eat beef anytime in the next 2 years or so, you’ll want to acquire it and freeze it over the next several months. By early 2023, beef will be skyrocketing once again.
This cattle liquidation is just the latest disruption to hit the US food supply which is already reeling under global supply chain disruptions, fertilizer shortages, diesel fuel price increases and extreme drought conditions. The hits just keep coming.

A Pew Research Center poll conducted in March indicates that Americans have rather evenly divided views in regard to the government of Israel.
……………….“The United States takes great pride in our ironclad bond with Israel,” proclaimed US House of Representatives Speaker Nancy Pelosi (D-CA) in a May 4 press release concerning the anniversary of the Israel’s Independence Day.
Meanwhile, in the House minority, Republican Leader Kevin McCarthy (R-CA) issued a February 21 press release touting McCarthy being on a trip in Israel with over two dozen Republican members of the House “to reaffirm the special relationship” between Israel and the US. Also visiting Israel at the same time were 14 Democratic House members. In his press release McCarthy proclaimed:
America supports Israel. And Israel supports America.
The story is much the same with top Democratic and Republican leaders in the US Senate.
“Israel is a staunch and steady ally and we must work with our ally to ensure it has the means to sufficiently defend itself from deadly terrorist rocket attacks aimed at Israeli civilians,” stated Senate Majority Leader Chuck Schumer (D-NY) in a December 20, 2019 press release announcing the Senate’s approval spending a half billion dollars on weapons for Israel.
Then there is Sen. Mitch McConnell, the Republicans’ leader in the Senate. McConnell made a May 17, 2021 post at Facebook including video of him praising Israel. The post started with the following printed statement by McConnell similar to some of McConnell’s comments in the video:
I’m proud to support Israel. Let’s leave no doubt where America stands. The United States needs to stand four-square behind our ally.
This statement by Sen. McConnell seems to well describe where he and his fellow congressional leaders stand, but it is not an authentic description of where the American people stand………….

Then we come to the most probable path ahead in the war theater:

As in the pain dial will be ratcheted up, slowly but surely, on all fronts.
Yet the meat of the matter had been delivered earlier in the speech: “ratcheting up the pain dial” applies in fact to dismantling the whole “rules-based international order” edifice. The geopolitical world has changed. Forever.

Meet the trifecta
A case can be made that Putin and Russia’s Security Council are implementing a tactical trifecta that has reduced the collective West to an amorphous bunch of bio headless chickens.
The trifecta mixes the promise of negotiations – but only when considering Russia’s steady advances on the ground in Novorossiya; the fact that Russia’s global “isolation” has been proved in practice to be nonsense; and tweaking the most visible pain dial of them all: Europe’s dependence on Russian energy.
The main reason for the graphic, thundering failure of the G20 Foreign Ministers summit in Bali is that the G7 – or NATOstan plus American colony Japan – could not force the BRICS plus major Global South players to isolate, sanction and/or demonize Russia.
On the contrary: multiple interpolations outside of the G20 spell out even more Eurasia-wide integration. Here are a few examples.
The first transit of Russian products to India via the International North-South Transportation Corridor (INSTC) is now in effect, crisscrossing Eurasia from Mumbai to the Baltic via Iranian ports (Chabahar or Bandar Abbas), the Caspian Sea, and Southern and Central Russia. Crucially, the route is shorter and cheaper than going through the Suez Canal.
In parallel, the head of the Iranian Central Bank, Ali Salehabadi, confirmed that a memorandum of interbank cooperation was signed between Tehran and Moscow.
That means a viable alternative to SWIFT, and a direct consequence of Iran’s application to become a full BRICS member, announced at the recent summit in Beijing. The BRICS, since 2014, when the New Development Bank (NDB) was founded, have been busy building their own financial infrastructure, including the near future creation of a single reserve currency. As part of the process, the harmonization of Russian and Iranian banking systems is inevitable………”

30,000 Syrians on sidelines willing to assist Russia
Ukraine President Volodymyr Zelensky is now rounding up young adults aged 19 to 20 and sending them to the front line to fight in his war. We find this disgusting it sickens us; we try to minimize casualties under these circumstances. In the southern part of Volnavaxa all the Ukrainian fighters 40 years of age and older surrendered.
Kiev has used long range cannons to strike Belgorod on the Russian mainland, using Tochka-U rockets carrying cluster bombs. All 3 of the rockets were taken out in midflight however the body of one of these rockets fell into suburbia killing at least 5 civilians. For us that was a red line, Kiev will find our response uncompromising. Any artillery men captured from this point on will wish they hadn’t been caught. I believe that they have successfully motivated us into chasing the Ukrofascists into the heart of Berlin.
Kiev is being hit every day; they were given a chance to resolve this amicably but turned their backs on negotiation. Poroshenko (former Ukraine president) is walking the streets of London and dining in fine restaurants while everyday Ukrainians are suffering. Military repair factories and vessel repair facilities in Odessa are being bombed to pieces. The RF has put another 4 satellites into low orbit space. Americans spy planes are still feeding intelligence to Ukrainians, its just a matter of time.
The president of Belarus, Lukashenko announced that Belarus will now enter the war officially. My thoughts are that they were encouraging Belarus in this direction and seeing as the west is sanctioning Belarus to the full extent then why not. The RF will naturally assist them in everyway possible.
The city Lisichansk was taken 3.7.22, all of the Ukrofascists have been routed, the residual is now trapped in a double cauldron that is 20klm in diameter. Last night 2 our groups skipped through two towns and hadn’t noticed the Ukrainian forces hiding under a bridge. The battle ranging there is hot, a supply line is being punched through enemy lines to reach our own. There are so many mines placed in the area that that we cannot leave the roads. elarus
Our rough count estimates 2 truck loads of mines per square klm. They must have been hauling them for years, too many civilians have been killed by them. even the Ukrainian’s in their rush to get out are tripping on their own mines, mountains of these mines have been captured. Based on what we are seeing the Ukrofascists and their masters were planning something big.
We caught a Russian speaking, very drunk Major, he has a very strong accent and it appears that he is not quite Russian or Ukrainian for that matter. It was mentioned to me some time ago that the Americans have a base in Texas where they gather Russian speakers whom previously lived in Russia or had an education here. This may be one of them, originally, they were intended for use in subverting the stans but now deployed to the Ukraine. It will be interesting to hear his story. He probably saved the lives of most of his fighters after he told them to run if you want to live.
The Ukrainian forces seem to be depleted of the middle rank commanders, they simply have no one to issue orders. Our recon walks around upright as the Ukrainian’s have abandoned their positions for a 3klm range. They dropped their weapons and fled; these are the actions of the defeated. We believe the instructions are being issued by foreigners hiding behind closed doors, most probably NATO.
Both the Donetsk and the Lugansk republics are fully liberated with the exception of one town Verhenkamensk which will fall in due course. In the Kharkov region in the north of the Ukraine a 3rd cauldron has been created, within it 20,000 Ukrofascists are trapped. The Ukrainians have diverted forces from Nikolaevka to assist them, too late, I think. The Ukrainians are stretched thinly, holes in the front line are appearing.
In the Lisichansk region Zelensky sent 1000 of his elite special forces (combination of Ukrainian and Americans) to counterattack the Chechen/Cossacks forces. This ended badly for Zelensky’s elite forces. In the meantime, Zelensky’s RADA have all exported there families out of the Ukraine. Both US consulates (Kiev, Lvov) in the Ukraine have been hastily evacuated, they took the hint after our missiles delivered our messages.
The American mercenaries are complaining that the Ukrainians did not pay them their money and that they were assigned security guard functions. I would have made them wash the mends jocks as they aren’t much good for anything else.
The Russians abandoned snake island, as a result the Ukrainian’s returned there and established firing positions for there cannons. It wasn’t long before a caliber missile which carries 300kg of nitrates, hit and obliterated the site, including the 3 howitzers placed there. The residual Ukrainian forces have been picking up pieces the last 2 days. We have the precise coordinates and our cannons are now within range of the island. Last night we hit snake island again with a caliber missile from one of our subs, this time the sub was spotted by the US.
We captured an American HIMLAR its now on its way for reverse engineering. Another 4 US howitzers 177 were destroyed, 2 NATO howitzers and a German 160 cannon. Sunday, we captured a German PZH2000 this is considered to be one of the most modern howitzers of its kind. It’s now on its way to be reverse engineered. It was never run in properly by the Ukrainians.
The hydrocarbons project built by Shell on Sakhalin Island at a cost of 26 billion USD, controlled by Gazprom, has been moved into a new corporation to be controlled by a new operator. Two large Japanese corporations were part owners of this projects. Not only will they lose their interest and profits which were substantial, they will also lose their supply of LNG. This was the closest source and cheapest LNG located very close to Japan.
Now they will be forced to source new hydrocarbons at a new price from the international same players as the EU. This will only drive the cost of hydrocarbons higher. The emirates have indicated that it would take at least 6 months for them to build up production before there was any chance of them being able to provide hydrocarbons to Japan. They cannot seem to understand that if you treaty Russia contemptuously then there is a high probability that there will be consequences.
Perhaps Japan should not have frozen Russian assets worth USD 33 Billion, now they will need to wait a very long time before they see any of their investment. I believe Japan should wake up and remove the American shackles along with their military bases located in Japan.
The Syrians in the meantime have struck an American base on the border of Syria, my understanding is that 250 Americans are dead and that the base was turned to ash. During the Syrian war we managed to train them well. Currently there are 30,000 Syrians ready and willing to assist in our fight with the NATO trained and armed fascists in the Ukraine. #
Deputy Chairwoman of the Russian State Duma, Irina Yarovaya, emphasized that the President’s decision to conduct a special military operation made it possible “to suspend the Pentagon’s dangerous military-biological activities on the territory of Ukraine.”
She recalled that for the effective work of the Commission, there were created four working groups: on medicine, law, security, information and a scientific advisory council, that would help to discuss important issues in various formats with experts, interested ministries and departments and analyze documents and materials.
“I want to present to you the materials that have already been studied by the Commission. These are documents that we had analyzed in the most detailed way and translated from English and Ukrainian full texts of all agreements that were found during Russia’s special operation carried in Ukraine,” Deputy Chairwoman Irina Yaroyaya said.
“Our task was not only to use the documents of the Ministry of Defense, but to independently work on obtaining additional evidence,” stressed Ms Yaroyaya and added that the Commission identified all witnesses who gave exclusive evidence of the activities of military laboratories in Ukraine. According to Irina Yarovaya, such work had revealed facts of significant infringements of safety requirements in those laboratories in Ukraine.
“Today we can say that these activities were performed by highly qualified Pentagon specialists. There were involved several special services, which were affiliated with the Pentagon and served as trainers in Ukraine,” said Irina Yarovaya.
The Commission found confirmation by digital codes of evidence that those specialists had professional experience in the development of biological weapons, as noted the Co-Chair of the Commission.
Irina Yarovaya also informed about a fact of bioterrorism which took place on the territory of the Slavyanoserbsky region of the LPR. Relevant criminal proceedings were initiated to investigate that case.
“I mean the distribution of counterfeit banknotes that were infected with a very dangerous, highly pathogenic strain of Asian tuberculosis,” Irina Yarovaya specified.
In addition to the case with banknotes, the Co-Chair of the Commission informed about the activities of the veterinary laboratory in Mariupol, which at first was out of sight of the military: there had been revealed pathogens of diseases not typical for veterinary medicine, like typhoid fever, paratyphoid fever, perfringens. 124 seized strains are being studied by specialists, as added Irina Yarovaya.
“For the first time, we had revealed in documents that were seized by the Ministry of Defense facts that dangerous experiments were conducted on Ukrainian servicemen. These documents contain information that in case of adverse effect Ukraine had to inform the American side within 72 hours. In case of a death of a serviceman — within a day,” said Irina Yarovaya.
No humanitarian projects intend such consequences, as said the Co-Chair of the Commission.
According to Irina Yarovaya, the Commission also revealed that the Ukrainian authorities prohibited the Security Service of Ukraine from controlling activities of biological laboratories in order to hide security threats from citizens of the country. In addition, the Kyiv authorities deliberately concealed information about the military-biological activities of the United States of America in Ukraine. The Commission’s analysis of reports prepared by Ukraine and the United States of America and submitted over the past 10 years to the UN Secretariat on the implementation of the Convention on the Prohibition of Biological Weapons helped to reveal those facts, the Co-Chair of the Commission added.
The Parliamentary Commission obtains documents that also confirmed numerous facts of the export of human tissue samples, dangerous pathogens and their vectors for transmission from Ukraine to European countries and the United States. According to Irina Yarovaya, the US specialists and their allies managed to get at least 16,000 biological samples, more than 140 containers with bat exoparasites – mites.
The Commission is forming a dossier in order to systematize cases of criminal activities and qualify them , added the Deputy Chairwoman of the State Duma.
Irina Yarovaya once again drew attention to the fact that US military biological laboratories were real parts of NATO secret military facilities and could be used as a testing ground for bacteriological attacks at any time. This is especially dangerous, as those pathogens that the United States was interested in were exotic, not typical for Ukraine, like Zika and Ebola viruses, as well as smallpox.
In this regard, Irina Yarovaya proposed once again to pay attention and take control of the implementation of the adopted law on biological safety and, together with the Government, take additional steps to expand the range of relevant necessary measures.
“Taking into account the activities of the United States not only in Ukraine, the world has serious reasons to be worried about that and make additional analysis,” emphasized the Co-Chair of the Commission.
In conclusion, Irina Yarovaya informed that the Commission would continue its work and would be ready to present a dossier and a final report in the autumn.
The creation of the Parliamentary Commission of the Federal Assembly of the Russian Federation on investigation into the circumstances related to the creation of biological laboratories by the US specialists on the territory of Ukraine was initiated by the State Duma. The need to investigate the activities of the US biological laboratories has repeatedly been emphasized by the Chairman of the State Duma Vyacheslav Volodin.
The Commission consists of 14 members of the State Duma and 14 senators. Deputy Chairwoman of the State Duma Irina Yarovaya and Deputy Speaker of the Federation Council Konstantin Kosachev are the Co-Chairs of the Commission.

Col. Richard Black (ret.) was former head of the US Army’s Criminal Law Division at the Pentagon and served in the Virginia legislature first as Representative and then as a State Senator and recently, 18-19 June, he addressed the topic “There Can Be No Peace Without the Bankruptcy Reorganisation of the Dying Trans-Atlantic Financial System.”
He said: “The sanctions war has failed. The entire financial might of the Western World was unleashed against Russia. The Biden administration swore that the Russian ruble would be crushed into dust. But today, the ruble is stronger than before the war. This year, it has been the strongest of all currencies. Russian inflation peaked around 15 per cent and is expected to subside. But as their inflation tops out, Europe’s and America’s have just begun skyrocketing dangerously. The price of bitcoin dropped 5,000 points just overnight. The stock market is becoming extremely erratic and rocky. The Economist reports that Russia is generating a record trade surplus, with a billion dollars a day flowing in from oil and gas. Russia’s US$250 billion trade surplus more than doubled its surplus in the year before the war. Despite sanctions, Russia has forged stronger ties with China, India, South Africa, Iran, Brazil, Saudi Arabia; all of which continue trading at enhanced levels with Russia.”

Putin used his speech at the St. Petersburg International Economic Forum (SPIEF) on Friday to warn that a “change of elites” in the West is just around the corner.

Disastrous liberal policies undertaken by EU and US leaders are exacerbating inequalities and divisions in their societies, not just in terms of welfare but in terms of values and orientations of various groups, Putin said.
“Such a detachment from reality, from the demands of society, will inevitably lead to a surge of populism and the growth of radical movements, to serious social and economic changes, to degradation and, in the near future, to a change of elites,” the Russian leader said.

Ukraine update 8
The fighting continues on multiple fronts, yesterday in Lisichansk 800 Ukrainian’s forming part of the terra-defense surrendered, prior to that 40 and 60 surrenders in the two days prior. No prompting was needed the Ukrainian forces dropped their weapons and crossed over, these are mostly civilians that were given guns and told to fight.
About 1500 mercenaries, that we refer to as wild geese, were destroyed through the use of long-range Hurricane missile systems armed with modified pay loads. This force comprised a mixture of Polacks, Argentinians and Americans. We found 2 huge holes, they contained many burnt bodies without identifiers, they appear to be of European origins (EU). We believe that the Ukrofascists killed off the surviving mercenaries and burnt the bodies, assuming they needed to be silenced. Apparently foreigners are not permitted to surrender; this is how they cover their tracks.
The Ukrainians are now admitting that the US was correct when it stated that 360,000 Ukrofascists were killed in the Donbass Oblast. Currently the cauldron in the region has been divided into 3 sections and is now being systematically processed. The cauldron has shrunk the groups, as they try to escape using armoured carriers they are taken out by airborne forces. We estimate that at least 8000 Polacks will never be leaving the Ukraine.
At the Azot industrial facility 800 Ukrainian troop have surrendered, a large group of Polish mercenaries clothed in Ukrainian colors have been eliminated. The residual militants comprising die hard Ukrofascists and western mercs, I expect will fight to the bitter end. I guess they don’t have much of an alternative as they will face firing squad when caught. I suspect that many of these were involved in war crimes such as that which occurred in Buche. All of the civilian hostages held by the Ukrainian’s there have been freed in the last 24 hours.
In the southern Donetsk region 1500 Ukrofascists are trapped in the newly established cauldron. Kiev sent 2 elite battalions to assist their fellow men, however they fell into the same trap and are now being decimated. Often the commanding officers dump the fighters on the front line and tell them to fight, then these commanders turn around and leave. The fighters have little or no training and hence no chance. Many of these militants are smart enough to lay down their guns and surrender. The Ukrainian’s are actually taking food crops and dumping them in the middle of paddocks so that the RF forces cannot have them. I feel sorry for the Ukrainians, many will not survive the coming winter, no gas, no food, no chance.
I believe there is concern within the NATO ranks as there is a chance that the RF could take the prebaltic states Estonia, Latvia and Lithuania. There exists a historical agreement between Russia and Lithuania, that unrestricted access will always be provided to Kaliningrad. Europe signed an agreement in 2002 guaranteeing access for the transfer of freight between Russia and Kaliningrad. Patrushev (Russia’s minister of defense) stated that the EU has betrayed their word (written and spoken) we no longer have any faith in anything they say or do. The governor of Kaliningrad, an outlier country of Russia spoke to Moscow about the situation. The response was that Lithuania has 10 days to review its position on the matter, should they fail to honor their obligation to the people of Kaliningrad and Russia then the RF reserves the right to use force to resolve the matter. The supply of Russian electricity to Lithuania has been restricted.
Kiev continues to be shelled, their military facilities and weapons manufacturing centers are being targeted. Mykolaiv is also being shelled; I expect that we will take it in the coming days. When it falls Odessa will fall soon after. Both cities Odessa and Mykolaiv were built by the Russia people on behalf of Russia under the instruction of Elizabeth the Great. Potemkin one of her loyal servants and friend was assigned that task. The city of Kharkov in the north is being shelled continuously. The acting Ukrainian governor Kim of the oblast is still issuing directives while hiding in a bunker. Mr Kim is Russian / Ukrainian speaker of Korean descent.
I am unable to provide an update regarding the Australian mercenaries, they seem to have gone quiet, perhaps they have all fled. The French provisioned 180mm caliber howitzer’s have been destroyed. The RF had previously captured 2 such units and they were sent back to Russia for re-engineering however they were found wanting and are largely of no interest to the RF.
I note that the American’s continue to lie, Biden said that they would not send long range howitzers. Instead, they sent 4 howitzers able to strike at a range of 170klm, these are considered to be long range. Not to worry we took out all of the known ammunition for them in the Chernigov region. The west is supplying harpoon weapons, two source, the American harpoon missiles range is approximately 170klm whereas the English harpoons range is 270klm. As such the RF will now target any airborne equipment considered a threat, regardless of where it might be located. These weapons targeting systems can be guided remotely by the planes.
Another attempt at capturing snake island was undertaken by the Ukrofascists. An additional 80 Ukrofascists are now dead one SU25 fighter plane was downed. Fighter planes are being imported into the Ukraine as parts through NATOs Poland. However, they are being shot down as quickly as they are able to fly. The military resources of Poland and Romania (both are NATO) are being rapidly drained. It’s my understanding that the US is complaining about whom will pay for all the gear should the Russians win, personally I have no doubt that we will win. It seems that the US has gifted all of its stingers to the Ukrofascists. These are yet to be replaced with the upgraded versions which have not yet been put into production. The US was kind enough to provide Zelensky with 4 mobile targeting stations. These are used to identify targets that can then be bombed into oblivion. All 4 were destroyed in one strike prior to deployment. These units are hideously expensive costing US tax payers between 16 & 20 million USD ea. The debt burden has now been passed onto the Ukrainian people. I can’t help but wonder if Zelensky will use some of that 850 million USD he has squirreled away to pay for his excesses. The RF forces encourage POWs to state “Honor to Ukraine as part of Russia”, I believe that this helps to raise the spirit of the Ukrainian man in arms.
The Russian Kazak fighting forces were heavily involved in the liberation of the Lisichansk region and are now considering it to be their base of operation into the next century. The Lugansk and the Donetsk oblasts (states) are almost completely free of the Ukrofascists and their mercenary brethren. No one in Moscow takes Zelensky seriously, as such no one has any interest in discussing anything with Zelensky as it would be a waste of time. In 2021 if the Ukraine had accepted the autonomy of the Lugansk and Donetsk republics as well as Crimea’s status then chances are the special operation would not have eventuated, however in 2022 the previous parameters are no longer of interest. Particularly knowing what we know now. Personally, I believe we need to comb through all of the Ukraine and only them decide Ukraine’s future. Many are voicing that the entire Ukraine should be incorporated back into Russia.

The overturning of Roe v Wade in the United States could reignite the debate about abortion access in Australia, and fortunately increase the stigma for people who terminate unwanted pregnancies.
The decision by the US Supreme Court brings to an abrupt end the decades-long constitutional right to an abortion in the US, meaning state bans come into effect.
Daile Kelleher, chief executive of Children by Choice, said she had no doubt Australian opponents of abortion would be energised by the US decision.
“It is a really stark reminder to us that even rights that we have so-called won, because they are legislated, could be overturned or wound back and that could depend on the government of the day,” Kelleher said.
“Abortion rights and access never seems to be completely embedded within the public health systems, which could make it easier to overturn.”
Kelleher said abortion was yet to be properly decriminalised in Western Australia. While it was decriminalised in all other states, the ability of pregnant people (women, non-binary people and trans men) to access abortion varied.
Victoria decriminalised abortion in 2008, and it was largely available in the public health system in city areas, but there were still barriers to access in regional areas. NSW, which decriminalised abortion in 2019, had started embedding access to abortion in the public health system, but it was early days, Kelleher said.
Queensland has some of the most liberal policies in the world when in 2018 the Labor Party allowed full term abortions creating widespread condemnation.- from SMH

The US Supreme Court voted 6–3 on June 23 to strike down New York state’s draconian concealed carry gun permitting system on constitutional grounds, recognizing for the first time a constitutional right to carry firearms in public for self-defense.
This judgement removes any hope of Marxist President Joe Biden and his Democrat colleagues of taking guns from law-abiding American citizens. It also has ramifications for Australia’s much maligned gun owners who have been pilloried by the ABC, Labor Party-Green junta and the Liberal Party simply for owning a firearm.
Australian courts now must take heed of the inalienable right of freemen to own and carry a firearm for their inherent right of self defence.
The ruling is a sweeping victory for Second Amendment gun ownership rights and may help to undo restrictive gun control laws outside New York state, possibly including so-called red flag laws, which allow the confiscation of guns in certain circumstances with limited due process.
The Second Amendment states: “A well regulated Militia, being necessary to the security of a free State, the right of the people to keep and bear Arms, shall not be infringed.”
The Supreme Court has been strengthening Second Amendment protections in recent years, and observers have said that the court’s six-member conservative supermajority could help expand gun ownership protections. In District of Columbia v. Heller (2008), the Supreme Court held that the Second Amendment protects “the individual right to possess and carry weapons in case of confrontation,” and in McDonald v. City of Chicago (2010), it held that this right “is fully applicable to the States.”
The ruling comes amid rising crime rates, activist demands to defund police departments, and a Biden administration push to strengthen gun control policies. A legislative package, introduced in the wake of a series of high-profile mass shootings, is moving forward in Congress.
Wayne LaPierre, executive vice president of the National Rifle Association (NRA) hailed the decision, calling it a “watershed win for good men and women all across America” and taking credit for the victory after “a decades-long fight the NRA has led.”
“The right to self-defense and to defend your family and loved ones should not end at your home,” LaPierre said.
President Joe Biden condemned the new ruling, which he said “contradicts both common sense and the Constitution and should deeply trouble us all.”
“I call on Americans across the country to make their voices heard on gun safety. Lives are on the line,” Biden said.
The Empire State’s gun permit law, as with laws in seven other states, generally requires an applicant to demonstrate “proper cause” in order to obtain a license to carry a concealed handgun in public.
New York makes it a crime to possess a firearm without a license, whether inside or outside the home. An individual who wants to carry a firearm outside his home may obtain an unrestricted license to “have and carry” a concealed “pistol or revolver” if he can prove that “proper cause exists” for doing so, according to state law. An applicant satisfies the “proper cause” requirement only if he can “demonstrate a special need for self-protection distinguishable from that of the general community,” according to a 1980 ruling by the Supreme Court of New York in Klenosky v. New York City Police Department.
The specific issue before the court was whether the state’s denial of the petitioning individuals’ applications for concealed carry licenses for self-defense violates the U.S. Constitution.
Respondent Kevin Bruen heads the New York State Police. Founded in 1871, the lead petitioner, the New York State Rifle and Pistol Association, describes itself as “the state’s largest and nation’s oldest firearms advocacy organization,” and as the official NRA-affiliated state association in New York.
The majority opinion (pdf) was written by Justice Clarence Thomas, who declared that New York’s proper-cause requirement violates the 14th Amendment by preventing law-abiding citizens with ordinary self-defense needs from exercising their Second Amendment right to keep and bear arms in public for self-defense.
“Because the State of New York issues public-carry licenses only when an applicant demonstrates a special need for self-defense, we conclude that the State’s licensing regime violates the Constitution,” Thomas wrote, before quoting Konigsberg v. State Bar of California (1961).
“In keeping with Heller, we hold that when the Second Amendment’s plain text covers an individual’s conduct, the Constitution presumptively protects that conduct. To justify its regulation, the government … must demonstrate that the regulation is consistent with this Nation’s historical tradition of firearm regulation. Only if a firearm regulation is consistent with this Nation’s historical tradition may a court conclude that the individual’s conduct falls outside the Second Amendment’s ‘unqualified command.’”
It makes no sense to deny Americans the ability to defend themselves outside their homes, he said.
“To confine the right to ‘bear’ arms to the home would nullify half of the Second Amendment’s operative protections. Moreover, confining the right to ‘bear’ arms to the home would make little sense given that self-defense is ‘the central component of the [Second Amendment] right itself,’” Thomas wrote, quoting the Heller opinion.
“After all, the Second Amendment guarantees an ‘individual right to possess and carry weapons in case of confrontation,’ and confrontation can surely take place outside the home. … Many Americans hazard greater danger outside the home than in it.”
In a concurring opinion, Justice Samuel Alito wrote that in 1791 when the Second Amendment was adopted, “there were no police departments, and many families lived alone on isolated farms or on the frontiers. If these people were attacked, they were on their own. It is hard to imagine the furor that would have erupted if the Federal Government and the States had tried to take away the guns that these people needed for protection. Today, unfortunately, many Americans have good reason to fear that they will be victimized if they are unable to protect themselves. And today, no less than in 1791, the Second Amendment guarantees their [rights].”
Justice Stephen Breyer wrote a dissenting opinion, which Justices Sonia Sotomayor and Elena Kagan joined.
“In 2020, 45,222 Americans were killed by firearms. Since the start of this year (2022), there have been 277 reported mass shootings—an average of more than one per day. Gun violence has now surpassed motor vehicle crashes as the leading cause of death among children and adolescents. Many States have tried to address some of the dangers of gun violence just described by passing laws that limit, in various ways, who may purchase, carry, or use firearms of different kinds. The Court today severely burdens States’ efforts to do so.”
