Either you have military service or you have an army. An army is put together for the sole purpose to defend the country and its people from any form of enemy, no matter who it/they may be.
Military service turns our little boys into independent men as well and above all, gives the right to citizens to know how to defend their own country. For women is not compulsory for obvious reasons and for universities students is delayed for also obvious reasons.

You wait till you have accumulated interests in an amount that allows you to start paying the first companies engaged to carry out this project, not with the billions but with the interests such billions generate.
