A promise to build 1.2 million homes by 2029 has been dismissed by the construction industry as impossible

An unlawful federal government bottleneck for housing and construction has been holding up 30,000 building approvals with 1500 pages of the most complex piece of green gobbledegook legislation in the Canberra armoury.

Construction companies and builders have to submit building plans to local government which then has to hand these blueprints over to the Canberra bureaucracy to be assessed under the National Construction Code before approval.

ALP Housing Minister Clare O’Neill

Treasury documents leaked to the ABC confirmed the government’s subsequent move to make changes to the NCC hoping to speed up housing approvals as discussed at the Economic Reform Roundtable.

The advice also includes a proposal to use AI to cut environmental red and green tape and clear a backlog of 30,000 housing approvals being assessed under the Environment Protection and Biodiversity (EPBC) Act.

Housing Minister Clare O’Neill said on Saturday the NCC and EPBC legislation would be bypassed until 2029 in an attempt to clear the backlog of applications.

The EPBC Act refers to all living things, including plants and animals, habitats and places that need protecting as “matters of national environmental significance”.

The federal government’s claim to build 1.2 million homes by 2029 is a deliberate lie promulgated by WEF graduate and Labor Minister Clare O’Neill, the same woman who deliberately held up processing of a visa application for Donald Trump Jnr when he was to take part in a national speaking tour with UK politician Nigel Farage in 2023, causing him to cancel the visit.

The federal government’s target, as part of the National Housing Accord, to build 1.2 million new, well-located homes over five years, from mid-2024 to mid-2029 is unattainable.

There are not enough registered builders in the country to build anywhere near that number according to the construction industry and supply chains are in disarray with most building materials having to be imported.

The federal government is Constitutionally out of order with the NCC which had been developed to stymie home construction by binding builders with endless, costly red and green tape.

The National Construction Code (NCC) and the Environment Protection and Biodiversity Conservation Act (EPBC Act) add costs to housing by mandating higher energy efficiency standards and increasing upfront expenses for homes that meet these requirements.

The NCC’s updated requirements, such as the 7-star energy rating for new builds, increase building material costs and necessitate design changes to achieve energy savings. The EPBC Act adds costs through expert consultant fees, holding costs, mitigation efforts, and offsets for developments impacting protected matters.

Constitutional analyst Peter Gargan advises the federal government has no Constitutional authority to be involved in housing approvals which he says are a state responsibility.

“This is a clear cut case of a federal government acting out of line to force its unwanted green ideology onto housing adding billions of dollars unnecessarily to building costs,” Mr Gargan said.

Here is a compliance section mandated under the NCC: https://ncc.abcb.gov.au/editions/ncc-2022/adopted/volume-three/a-governing-requirements/part-a2-compliance-ncc

Cairns News would advise intending new home builders in regional areas to ignore these unlawful demands and just build-baby-build!

19 thought on “Canberra bureaucratic bottleneck bypassed to speed up 30,000 building approvals”
  1. I believe the operative word used here is
    “To justify their existence.”
    Poor little lambs.

  2. In reply to Jase, yes, I have noticed the increasing requirements of building regulations, planning bylaws, Australian Standards, environmental demands, health and safety, etc. The list goes on and on. That’s why I eventually quit, because everything required the use of ‘experts’ dedicated to just one aspect of these absolutely ‘essential’ requirements for construction. And the madness continues. It’s all part of the demolition of Australia.

  3. And include Bill Francis, cheers Bill you seen from the inside, did you do much commercial work?

Did you notice how the city fire brigades started to stick there chests out too, first in some building they wanted sprinklers ( OK new stuff ) then they wanted to go from 810 120 door ways to 1100, now they pushing for 1175 and the fire doors with a burn time of 6hrs to 11 hrs. Who would build now in a city where most shop fronts are between 3.5 to 10m and allow a clear passage of 1175 for a back fire door to a dead end or internal doors to be that heavy with burn times up to 11hrs. Talk about ridiculous and just these 2 things I’m talking about including digging up the road to get a 4″ water supply for sprinklers costs between 9 to 100 grand to tap the water supply, then add 1500 a square mtr for sprinklers and 1500 hundred a month for testing to comply, plus plus plus and that’s the the fire services crape now for a shop, that’s what happens when you get charlatans in uniforms with shiny boots trying to warrant jobs. I could keep going with earth leakage and neutral circuit breakers, sewerage sizes, and its mind boggling the unessasary BS to get a start from people who have never built a fkn thing telling others how to run there lives.

I’m really bloody impressed 👏, you all get it, you all see past the BS and understand what’s going on.

Not often in life you could say that now days, well done CN commentators, you people give me hope.

  5. With regard to the Canberra bottleneck being bypassed, I will keep my eyes open for flying pigs. I was in the building industry (architecture) for 53 years and witnessed the incessant increase in planning and building regulation in that time, produced by bureaucrats seeking to justify their existence. When our house was built in 1985 (and I will admit it is not a large house), there was a thirteen week building contract. That was something of a standard at the time. Now, it can take up to a year or longer, and getting approvals from the local authority is like pulling teeth. They charge exorbitant fees, and put as many obstacles in the way as they can – again to justify their existence.

So, when Clare O’Neill says she is going to bypass NCC and EPBC legislation, you can be sure it will only be tinkering at the margins, as local authorities will still have to use them to assess applications. If they were set aside in entirety, there would be a free-for-all in the building market which the vested interests would never allow. Everything is about money, and those who are profiting from the current system are not going to let that happen.

As regards the minister saying that AI would help speed up design, she knows nothing, and is only mouthing what she has been told.
Artificial intelligence: Artificial = not natural. Intelligence = understanding.
Only human beings are capable of understanding. Computers regurgitate what they have been fed. AI is an oxymoron.
AI is another hoax like covid. Just as covid was the precursor to the poisonous jab, so AI is touted as a scientific advance for industry, it is in fact designed for surveillance and manipulation of digital data. In other words, control.

It’s all smoke and mirrors, and we would be foolish to believe anything the minister says. It’s the Clayton’s housing boom, i.e. the housing boom you’re having when you’re not having a housing boom. All designed to make you believe they are doing something.

  6. Brainbox:
“What the hell is the matter with them?”
A more pertinent question is: What the hell is the matter with US – Australian so called ‘men’? Who allow them to do what they do without question, never mind lifting a finger in any gesture of pushback. Then continue to ‘vote’ for the same dishonest, maniacal, evil, filthy grifters, lousy scum of the earth pollies again and again in their rigged [S]elections. Then wonder why our freedom and human rights are rapidly being taken from us as they destroy ‘our beautiful country and its people’.
The lousy scum of the earth pollies are a problem that our population of cowardly and gleefully compliant poor excuses for men created, by their apathy and cowardice and are ‘beyond disgusting’ for continuing to let the dishonest, maniacal, evil, filthy grifters get way with what they do, unchallenged. Then effectively cheer them on by participating in their evil system by ‘voting’ for them in rigged [S]elections.
They are the true enemy that walk among us and who we are really at war with.
These Satanic entities will never go away while people virtue signal their acceptance of their own voluntary servitude to the lying treasonous tyrants, by complying with their dehumanizing mandates and diktats and ‘voting’ for them.
Men need to grow a backbone – stand up to them and steadfastly refuse to participate in their corrupt, chaotic system. Do not comply with anything they think they have the authority to make us do, including ‘voting’ for them in their illegal, rigged [S]elections.
I find it quite mind boggling that this is even happening…
Perhaps today’s ‘men’ are quite happy being pathetic, spineless and obedient little slaves to greedy, fat, lying politicians who extort more and more money from them in order to further oppress them, while taking away more of their freedom and basic human rights along the way.

“One part of the trick is that even though you will sign up to $1m+ for a new townhouse, it will be made of flimsy rubbish which starts to fall apart even before the end of the warranty period,”

Thank you Mohamet, you give me hope, it’s good to see people are on the rite track and can see what is on the cards.

And your absolutely on target with Victoria, its the trial state for the Brown Paper Bag club, I lived in Melbourne for a short time on the top floor of a warehouse that’s now a 20 story building (still has the old facade) in Batman St just beside the Vic market and looking down on crown Casino where I was working for George Anderson at Nightingale Electrics on Spence St, I use to drive the falklift down the footpaths in the city Deliving fridges and TV’s all sorts of stuff, I knew nearly all the city staff, the City’s cops, the dorman on every building, people in China town would see me and bring food out, it truly was the most beautiful place where everyone knew each other like a big country town.

Now it’s Australia’s Sh#t hole and the testing grounds for the brown paper bag club.

My advice to anyone and everyone in Victoria is to get out while you can.

  8. WEF Infiltraitor Claire Oneill must have had acting classes in Swissyland because that’s what it’s all about. There is no will from Canberra to tell the whole truth and that’s just to start with. But they will pre-program with tidbits such as “we will take measures to encourage pre-fab housing”, this is code for fast-tracking imported houses from China, OF COURSE. Meanwhile the banksters will continue leveraging up house prices, OF COURSE. And the government will take a cut, OF COURSE.
And this will enable the members to engineer things which result in their improved post-political career prospects, OF COURSE.
One part of the trick is that even though you will sign up to $1m+ for a new townhouse, it will be made of flimsy rubbish which starts to fall apart even before the end of the warranty period, 6 years.
My 3 recommendations: Do not accept anything less than double brick and tile. Do not accept “reclaimed” land or flood prone areas. Do not accept excessive government charges, and potential economic mega-recessions, which rules out the entire state of Victoria, because unfortunately, Australia’s best city has become unviable thanks to the UnaParty politicians.
We expect countries in Africa and South America to self-destruct, implode and fall apart, now it’s Victoria’s turn.

  9. We need to start up public army training ready for the civil against government war that is coming.
This cannot go on much longer before resistance becomes the next step.
Government has fully overstepped their lawful bounds and must be overthrown.
If Australia is to have a future/survival after the every onslaught possible that the politicians and bureaucrats have created and maintained, then it can only come from the ground up.

  10. Jail these dishonest, maniacal, evil, filthy grifters, lousy scum of the earth pollies who are supposed to nurture our beautiful country & its people – not destroy it. What the hell is the matter with them? Are they atrophied & utterly braindead or just inherently nasty people who delight in causing untold suffering so that they get paid handsomely & then when put out to pasture at the end of their tenure & continue reaping the benefits of incredibly well paid tax free retirement benefits till the day they die. This is beyond disgusting.

  11. Until recent times Australian families could afford a roof over their heads without the sky falling in. We provided timber from our own forests and plantations, clay for bricks from the ground, tiles and metal from our own soil, copper and aluminium from our mines for electrical wiring. Now the evil imbeciles of the W.E.F and U.N. have decided that Australia cannot be allowed to carry on what was a sustainable, affordable industry without their interference.

When are our politicians going to take a stand against these fools and exit the foreign organisations that are dragging us all into Hell. Haven’t they got the brains to work out that their families are affected as well. There wont always be a politician in their family to “use” the system.

  12. The politicians and bureaucrats are becoming more insane each day. When are we going to load them all off to the looney bin?

As if the cost of a house isn’t near impossible to finance during a lifetime at this stage? There are no words to describe the lunacy of these morons.

  13. One thing I have noticed since living out in rural towns rather than Melbourne is waves of immigrants that move into a town, 12 months later they are back in the city, gone from here. We had a big intake of Africans around here 5 or 6 years ago, I never see any of them any more. They were all gone after about 12 months, probably in the suburban slums of Melbourne.

It is probably too boring here. Get caught for your crimes too, in a small town, hard to blend in.

Jase it isn’t true there are no good tradesmen left, I live in a regional area and know plenty of them, they are having the same challenges with councils and building permits, which are ridiculously complicated and unruly. sometimes they just have to walk away because there is no profit left in a job that is over specified.

Your rite Delwyn, all the good tradesman have walked away and now doing other things (gone), some because of massive loss now working for the same scumbags in government who were the reason they lost their business.

Delwyn all we need is Australian men to wake up to the beer and circus system they have fallen into and things can change, until then they pay up to 60% tax to go broke while there kids turn into spastic transvestites.

  15. They will be speeding up all the proposed bad building DA approvals which local politicians all have their fingers well and truely immersed in.

  16. It’s obvious the duopoly and the Greens are hellbent on destroying this country and the lifestyle we sovereign citizens have a birthright to, it’s time to kick them and e3specially the WEF trained politicians out and bring in some sanity and start working with and for the people.

Jase it isn’t true there are no good tradesmen left, I live in a regional area and know plenty of them, they are having the same challenges with councils and building permits, which are ridiculously complicated and unruly. sometimes they just have to walk away because there is no profit left in a job that is over specified.

When did Canberra get involved with this process for petes sake!

  17. None of these scumbag politicians could change a fkn car tyre let alone build anything, I’ve always said to people who say ” yeah we built this house” I say did you? They say “yes”, I say you built it with your own hands and they Say “NO” then say don’t be petty. These same people have 20 credit cards, and are the same fk wits holding up the registers taping watches and phones and saying hang im just transfering money ( more like after pay ) they are also the fully boosted with 2 new cars in the garage and talk about the footy scores and checking the weather.

Good honest professional tradesman have long gone. Good luck with a new home and its quality and don’t think Australians will be first in line to get homes with government schemes projected for express migrants, I know of relastate agencies who are giving notice to people who have been renting homes in FNQ for years because the government are offering above the going rate to move migrants in.

Scumbag relastate agents and government have been doing this for 3 years I know of and it’s now a common.

Wake up Australian born MEN before it’s too late and your kids are jobless on drugs living on the streets in their own country.

  18. Fed gov should stick to what it knows best: facilitating rampant inflation in home prices and rents by putting the pedal to the metal in terms of massive immigration intakes. Leave the States and Councils to make a mess of things locally by mandating they sit on approvals and avoid land releases. Smart cities 101.
