  2. The Imperial Proclamations Proclamations act (I think it’s) 1986 makes it an offense to attempt to enforce a penalty prior to a court finding the defendant guilty, so EVERY plod that issues an on the spot fine, breaks the law.
    On a different note, Cairns News, you should have labelled this one “advertisement”

  4. Every Agency collecting fines do so on false pretence. An infringement notice is but a piece of paper alleging that you committed an offense. This has to be proven within a court of law. The Infringement Court in Victoria like in other States is not a court – because a court conducts hearings and the Infringement Court is just a bunch of computers and thus a fraud with any authority. All fines are collected by this bogus Infringement court act for a private company not for any government. Because the fines are not proven within a court it follows that the Sheriff Office can’t act on them. They can only lawfully act on a court order following a court hearing and verdict. The Office of Sheriff is part of the Supreme Court. If the Sheriff acts just on an infringement notice he, or his officers, commit a crime for demanding payment upon deception.
