Error has no “rights” to be propagated, sold, or imposed. Freedom of speech is most earnestly required by habitual liars, fraudsters, detractors, conmen, like the average politician, lawyer or marketing strategist etc.
On the other hand, I am a firm advocate of the civil authority doing whatever is prudently practical to actively “discourage” blasphemy, libel, slander, and other malicious deceits like “grooming” or seducing anyone into perverse words or deeds that are harmful to individuals or/and the whole society. In short, any kind of “bearing false witness” should be outlawed even with appropriate penalties and restitution attached.
We don’t need a “Bill of Rights” for any of that; just a society based in Truth and Virtue as espoused by Apostolic Christianity.

Our Constitution has too many ‘implied’ provisions subject to interpretation by the powers that be. e.g. Free speech is one of them. The question of forcible vaccination is another. For what it’s worth, the main effective purpose of a Bill of Rights is to CLEARLY limit a government’s power and define its obligations towards its citizens.

It won’t actually avail any rights to the population unless the population enforces those rights either through the judicial system or with sharpened pitchforks. i.e. It provides for a clearer, more civilised judiciary step rather than forcing people directly into violence to protect their basic human rights.

And it clearly notes that a government is not justified in dispensing rights as privileges at its behest. It acts as an arrow in the people’s rather than the government’s quiver.

But it would require a special, independent body free of government interference. An inquisitorial body which would provide much more affordable access for the population as distinct from our standard, adversarial, High Court system. Otherwise it’s more of the same.
