They are all controlled even if only by public opinion, however you have to look at the funding too. The Germans defaulted on their war debts by printing money, then even though they were proven untrustworthy they got finance to rebuild the country at top speed, for what, for the war part 2. As for clearing out the joos from Germany, the Persians say the Germans killed less than 20,000. That seems to have been enough to get them moving down to sunny Palestine to start again from nothing.
