Keep our cash petition closes in two days

My emailed submission to the Cash Committee, sent at a few minutes to five today.
I believe that Change.org is run by the Labor Party, so am quite suss of them, so decided just to email the Committee direct, outlining a few serious concerns:

Hello All
Whilst concurring with the sentiments of the Change.org petition, which the Consultation will receive in large
numbers the essence of which petition is detailed below, in bolded type..
We call for an Australian Banking and Cash Guarantee that includes these rights:
1) All Australians must be able to have reasonable local access to cash and full banking services.
2) All Australians must be able to choose cash when paying for food and essentials at physical retailers.
No Australian town, suburb or community should be left without reasonable local access to full banking services and physical notes and coins. Every Australian must be able to use cash to buy food and groceries if they choose.

…a number of other considerations are applicable.

Namely, that cash is legal tender, as stated in this country’s Constitution, and therefore must remain available, in abundance, as this is a contractual obligation, the Constitution being a legally and lawfully-binding contract (read mandate) between the people of this country and the government of the day, both state and federal, this fact having been confirmed to me by former Victorian Upper House Member Simon Ramsay, in mid-2018, when I asked him the question.
Furthermore, dispensing with cash will amount to a denial of service and restraint of trade for large numbers of
people, especially in remote regions of Australia, meaning , also, that the Federal government will be in breach of contract, as per the aforementioned Constitutional contract.
The Heads of Power in our Commonwealth Constitution are granted subject to the proviso that the government of the day acts to ensure the delivery of “…peace, order and good government…”, and further Constitutional proviso
being that individual Members of Parliament “…act in the best interests of their constituents…”, the refusal of cash being expressly not in the best interests of anyone in Australia, at all.
Furthermore, the fact that cashless transactions will be traceable online means that privacy considerations will be a huge, and concerning issue issue, for most, if not all, Australians especially as cyberspace is inherently insecure and not
safe at all, and, with the fact that AI (Artificial Intelligence) is on the cusp of being ubiquitous, the internet, online banking, and cashless transactions will make cashless banking and transactions even less secure than previously.
Further to the above, such vulnerability will leave all Members of Parliament voting for the demise of cash as the norm, may well render themselves to prosecution for compensation from aggrieved parties seeking compensation for losses
incurred through that cyber-vulnerability, as the Parliament, collectively, will have, by their Parliamentary voting process, enabled any future cashless society.
Further to the above is the allegation that the Banks may make windfall profits from imposing fees on every cashless transaction, and these basic commercial transactions will be in the hundreds of millions, if not billions, every year.
Such an outcome would be highly unconscionable and unreasonable, especially given that represent cost-of-living stresses that plague Australians, and which are unlikely to be resolved in the immediate future.”

I have a few other things to say about the Banks, namely that their closure of regional branches and cash machines will render them liable to claims compensation-for people forced to travel distances to other towns etc.: I know of people having to travel to Geelong from Colac, to do their banking-should those people have a crash on the dilapidated, unmaintained, roads of this country.
This is also going to the entirety of the Senators, in the next few days, to formally put them on Notice.

The Albanese Government is taking action so Australians can continue to pay with cash for essential items if they want to, while also ensuring an orderly transition to phase out cheques.

People are increasingly using digital payment methods, but there is an ongoing place for cash in our society under the Albanese Government.

The Government will mandate that businesses must accept cash when selling essential items, with appropriate exemptions for small businesses.

Mandating cash for essential purchases, such as groceries and fuel, means those who rely on cash will not be left behind.

For many Australians, cash is more than a payment method, it’s a lifeline.

Around 1.5 million Australians use cash to make more than 80 per cent of their in‑person payments. Cash also provides an easily accessible back‑up to digital payments in times of natural disaster or digital outage.

According to the most recent data, up to 94 per cent of businesses continue to accept cash, and we want to see cash acceptance continue particularly for essentials.

Other economies have already put in place cash mandates including Spain, France, Norway and Denmark, and they are also in place in some US states including Colorado, Illinois, Montana, Massachusetts, New Jersey and New York.

Treasury will commence consultation before the end of 2024 on which businesses supplying essential goods and services should be covered by the mandate.

The consultation will consider the needs of those who rely on cash, including people in regional areas and those unable to use digital payments, as well as the impact on businesses, particularly small businesses.

It will also cover what further steps are required to ensure the long‑term and sustainable distribution of cash to enable adequate access.

Final details of the mandate will be announced in 2025. Subject to the outcomes of consultation, the mandate would commence from 1 January 2026.
