That is a Radar Detection Unit for incoming enemy aircraft, to direct missiles at them and shoot them down, or repel them – I have a paper kit of a Russian one.
The other AFV in the video has a heavy duty machine gun on top, the vehicle is lightly armored and able to travel at speed to counter attack soft targets in wartime – it is not designed to take on heavy tanks, that is not its purpose.
