Correction to the above: those judged unsuitable would retain the option of returning to vote (if they desire) in the existing system.
Swiss-style citizens’ initiated referenda are not the best solution because the mass of the population is vulnerable to corporate propaganda. A better solution would be: 1) a bicameral parliament, one chamber continuing the existing universal suffrage system, 2) the other based on an electorate which opts not to vote in the existing system and is accordingly excluded from voting, with official consent and enforcement. People in this section of the population system who wish to have a role in public life or support others who do… would be screened for eligibility and those judged unsuitable (by a court, assisted by the general public) given the option of applying to be considered for membership in a second parliamentary chamber, to which the media have no access and whose members must speak in their own name in direct communication with their colleagues and the public and not approach journalists or accept approaches from journalists. Membership in the second parliamentary chamber will be decided by sortition (a lottery) and the two parliamentary chambers will compete for a mandate, the losing side having an advisory role for a given period until the next (universal suffrage) referendum to decide which chamber shall receive a mandate.
