Sounds to me like the Government is trying to create an independent entity in the form of a Statutory Body. Administering itself financially and regulatory the entity would then need to be a self sustaining structure of revenue and expenses with annual budgeting requirements and once established and agreed to by way of altering the Constitution (Referendum), the entity would always be bound to the mother entity(Commonwealth Government) no turning back.
I might be wrong, but if the word Body or Group forms part of the Voice then we have an entity also known as a Statutory Authority.
Read through the link attached and see how many bodies we already have. Around about way of Corporating all agencies as we knew them into these Statutory Bodies.

It’s not a second voice, it’s an EXTRA voice.
Let’s get this straight: Aboriginal Law is the oldest democracy on this planet. I know this because I have studied democracies of now and of the past, for some forty years. I am also a paid researcher of Aboriginal Law, and a long-term campaigner for the recognition of Aboriginal law and languages. In that capacity, I relegate “the voice” as a betrayal of democracy and of Aboriginal Law.
And, just to poke a fly in the Albo Ointment, how can we change a Constitution that has been illegally suspended for three years? The entire point of a national Constitution is that it cannot be suspended for any reason.
This entire exercise is a fraud. Say NO.
